STRICTER MOVEMENT CONTROL ORDER 3.0 EFFECTIVE 25 MAY 2021

Following the worrying spike in COVID-19 cases, members are advised to abide strictly by the tightened Nation-wide Movement Control Order (MCO) SOPs effective from 25 May 2021, to help curb the spread of the virus and break the chain of infection.

The following are the tightened SOPs issued by the Government:

  • All private and public sectors are required to expand Work From Home (WFH) arrangements to reduce the number of people at the premises at any given time.
    • The capacity of employees in the Public Sector is limited to an overall 20% (excluding frontliners) with 80% to Work From Home (WFH) based on instructions by the Public Services Department (Jabatan Perkhidmatan Awam).
    • For the Private Sector, 60% of employees are allowed to work from the office at any one time. This applies to both the Operations and Management groups. To understand what is the difference between previous and current WFH Policy for the private sector, please refer to MITI Facebook.
  • Most economic activities are allowed to operate, subject to strict adherence to the Standard Operating Procedure (SOP) issued by Majlis Keselamatan Negara;
  • The operating hours for economic sectors remain the same (office hours), however business outlets throughout the country may only operate from 8.00 a.m. to 8.00 p.m. daily, compared to the current operating hours of 6.00 a.m. to 10.00 p.m. The tightened business hours will cover shopping malls, eateries, petrol stations, convenience stores, pet stores and laundries, with the exception of pharmacies which may stay open until 10.00 p.m. and petrol stations at highway rest stops.
  • Inter-state and inter-district travels are not allowed, with the exception of emergencies, travel for work and vaccination appointments.
  • Movement of employees for work purposes requires a letter of notification from MITI and a working pass or letter of employment from employers.
  • Employees from private sector including all professional services firms who are allowed to work at office will need to carry their work pass or letter of employment from their employer. Currently they are also required to bring along a copy of the letter of notification issued by MITI. To obtain a copy of the notification, companies/firms are required to register with the MITI database, namely the COVID-19 Intelligent Management System (CIMS) 3.0 through the link https://notification.miti.gov.my.
