HO FOONG CHIN is the Director of the Membership Operations Division, Malaysian Institute of Accountants. She leads and oversees the Corporate & International Affairs, Competency & Framework Development and Membership Departments. She is also responsible for the Regional Offices’ strategic management and operations in Johor, Sabah, Sarawak, and the Northern states (Penang, Kedah and Perlis) within Malaysia.

Her primary role is to help strengthen the accountancy talent pipeline and drive capacity and competency building among members and member firms. To grow membership, she oversees the registration of accountants and facilitates the setting up of all professional services firms in Malaysia, including monitoring their compliance with the regulations pertaining to accounting practices. To strengthen competency, she manages the MIA Education Board that develops the MIA Competency Framework based on the IFAC International Education Standards in support of the IFAC Statement of Member Obligations. She also supports MIA’s strategic collaboration on membership and education-related matters with relevant Government ministries including the Ministry of International Trade and Industry and Ministry of Higher Education.

Foong Chin has vast experience and expertise in the profession, having first joined MIA in 1993 where she was attached to the Technical Department of MIA, and had served as the Committee secretary to the Company Law, Cooperative Auditing and Public Practice Committees of MIA.

In her early years, Foong Chin played a key role in the operations and growth of the Malaysian Institute of Taxation (MIT), a body established (sponsored) by MIA which eventually evolved into the Chartered Taxation Institute of Malaysia (CTIM). She helped drive the development of the MIT, such as increasing its membership, setting-up the MIT professional examinations, assisted in the drafting of the Rules & Regulations (By-laws) for its members, and providing editorial support to MIT’s publications. She also served as a secretary to the Council and various Committees of the Malaysian Institute of Taxation (MIT).

Prior to joining MIA, Foong Chin was the Operations Officer/ Programme Director from 1990 – 1992 at the National Outdoor Education and Leadership School which provides leadership training via experiential learning for corporate clients, young adults and students.

Foong Chin holds a Bachelor of Economics degree from Monash University, Australia and a Bachelor of Laws (Hons) degree from the University of London, United Kingdom.
